Maricopa County Municipal Courts

Quick answer

Maricopa County has 22 municipal courts. Each is a city or town court that hears municipal ordinance violations, civil traffic and parking matters, misdemeanor cases filed by the city, and protective orders. Municipal courts do not hear evictions, small claims, or ordinary civil lawsuits; those are filed in Justice Court or Superior Court.

The list below is built from the Superior Court's justice-partner directory of municipal courts in Maricopa County, with each entry linked to the court's own website. It counts courts, not cities: where two municipalities share a single court, that court appears once.

This matters for service work because municipal court matters are tied to the city whose charge is at issue, not to where a defendant happens to live. A defendant who lives in one city can be summonsed into another city's court.

What Municipal Courts Handle

Handled here

  • Civil traffic citations and parking violations
  • Criminal traffic and misdemeanor charges filed by the city
  • Municipal ordinance and code violations
  • Orders of protection and injunctions against harassment, where filed in that court
  • Witness subpoenas and court-ordered appearances
  • Specialty and problem-solving court programs

Not handled here

  • Evictions and forcible detainer (Justice Court)
  • Small claims (Justice Court)
  • Civil lawsuits and debt collection (Justice Court or Superior Court)
  • Divorce, custody, and support (Superior Court)
  • Probate and guardianship (Superior Court)
  • Felony criminal charges (Superior Court)

One court can serve two municipalities

Carefree and Cave Creek operate a single consolidated court. Treating them as two courts would double-count the county's court list and send people to a counter that does not exist. A municipality without its own court either shares one or contracts with a neighboring court, so a city name on a citation is not proof that a separate court exists for it.

Service and Subpoena Considerations

Because municipal courts do not hear civil complaints, the everyday service work connected to them is different from Justice Court or Superior Court work. Most of it is witness subpoenas and court-ordered appearances rather than summonses and complaints.

A subpoena has to reach the witness early enough to allow a reasonable time to appear and to arrange the documents or testimony requested. Service performed the day before a hearing is technically possible but invites a challenge that the witness had no meaningful opportunity to comply.

Criminal process in municipal cases is generally handled through law enforcement and the city prosecutor rather than by private process servers. Private service is most often used for civil subpoenas and for service in civil cases that happen to involve the same parties.

Municipal court staff will not confirm whether service has been completed on your behalf, and they cannot give procedural advice. Confirm acceptance and filing directly with the court, and keep the affidavit or return of service for your own records.
